Diplomatic actions.png Diplomatic actions are accessed by right-clicking a character portrait.

Many interactions show approximate AI reasoning in tooltips:

  • Each reason is shown with a number of - of +
  • ++ indicates a range from +1.5 to +2.4
  • ----- sometimes indicates a "blocking" reason that cannot be overcome with enough +'s

Most interactions require the target to be within diplomatic range. Your nearest controlled provinces must be within a distance of 700 though characters of the same religion or culture receive a large range with each other. Notable exceptions to the range requirement are the "straighten up" interaction for decadent relatives, special requests made of religious heads, and arranging a marriage when there is any existing betrothal (though AI rulers always break betrothals that go out of diplomatic range).

Feudalism[edit]

You must be able to give away the title:

  • Cannot give away your sole primary title
  • Cannot give away your capital if you are not allowed to change capital
  • Cannot give away a county or barony that is occupied
  • Title is not contested in a war (as the wargoal)

The recipient must be able to take the title:

  • For feudal titles, recipient "must be able to marry and produce heirs" (not Eunuch, Monk, or Nun).
    • However, eunuchs who are already landed can be granted higher titles such as duchies.
    • Characters who are merely unlikely to reproduce can still be granted titles. This includes celibate characters, lepers, and old women.
  • For duchies and higher, recipient must already hold a county or higher (or granting "with lower titles")
  • Women may only be granted titles if:
  • For religious head titles, recipient must have correct religion
  • Children cannot be given theocratic titles
  • Not imprisoned

Furthermore, the following requirements apply to grants:

  • Recipient must be in your realm (OR: at peace and granting to a holy order captain or Pope)
  • Cannot grant kingdoms to ruler of different government type, unless you are ruling a merchant republic
  • Cannot grant counties to ruler of different government types, if it would put you over one of the following limits:
    • Feudal realms are limited to 10% of counties under republic control and 10% of counties under theocratic control
    • Merchant republics are limited to 10% of counties under theocratic control
  • Cannot give theocracies more than one duchy or kingdom
  • Cannot grant titles to minor patricians unless you are their direct liege
  • Cannot give your primary heir more than a single county title, if using gavelkind succession.
  • Cannot give your primary heir a theocratic title (as this will disinherit him). No heir can be given a theocratic title under gavelkind. Note that Muslim holders of mosques are considered feudal, so these restriction doesn't apply to them.

Notes:

  • The recipient does not need to be a direct vassal. This means that if the recipient becomes of the same rank as his current liege, he will no longer be vassal to that liege.
  • Granting a title of the same rank as your primary title will make the recipient independent (of you; they will share your liege if you're a vassal).
  • Granting a title automatically transfers lower de jure vassals. This gives an opinion bonus (+10 vassal transfer) for each transferred vassal of count+ tier.
  • The recipient will get a positive opinion modifier toward you for 10 years. The size of the bonus depends on the title granted:
    • Barony: +20
    • County: +40
    • Duchy: +60
    • Kingdom: +80
    • Empire: +100
  • These bonuses stack.
  • Granting a county to a local mayor (or priest) will raise their existing city (or temple) to the status of county capital.
  • Granting a county or barony to a courtier will give them the best government type for the given holding type.
  • Creating a theocracy of your religion (or granting land to a theocracy of your religion) gives piety.
  • A title that has been granted cannot be revoked within the next 12 months.

Grant viceroyalty[edit]

Requirements:

Effects:

  • The recipient will be ruler of the viceroyal tile
  • Granting a viceroyal kingdom to a count or duke may cause their succession law to change to primogeniture!
  • The opinion bonus is half that of granting a title
  • Feudal vassals (except those with viceroyalties as primaries) will be unhappy: -1 per granted viceroyal duchy, -2 per granted viceroyal kingdom
    • This makes it disadvantageous to have a large empire that's half feudal and half viceroyal
    • This opinion penalty carries over to new feudal vassals and new emperors.

Notes about viceroys:

  • Viceroyal titles revert to liege upon the viceroy's death
  • Vassals of viceroys cannot use "claim on liege" factions to replace the viceroy
    • However, vassals of viceroys can use oust ruler factions (AI: only for hated tyrants) or directly declare claim wars (AI: never).
  • If a viceroyal title reverts to top liege, it ceases to be a viceroyalty
  • If a viceroy becomes independent, the title becomes hereditary
  • If you grant independence to a viceroy, you gain a strong but non-inheritable claim on the title (but also a 10-year truce)
  • If you have feudal vassals with non-de-jure territory, granting them the relevant viceroyalty causes that non-de-jure territory to revert, as if they controlled it only because you granted them the viceroyalty. Thus, you can steal vassals and even demesne counties from overextended feudal vassals.
  • If you have Imperial Administration, you may revoke duchy-tier viceroy titles without upsetting other vassals

Award honorary title.png Award honorary title[edit]

Condition are:

  • Character is your courtier or direct vassal
  • Character is an adult (?)
  • Character is not imprisoned
  • Character matches the requirements of the honorary title

Revoke honorary title[edit]

Adds the opinion malus "revoked my honorary title" (-20), except when revoking the undesirable title of Court Jester.

Offer vassalization.png Offer vassalization[edit]

Independent rulers will sometimes accept diplomatic vassalization, swearing fealty to a liege peacefully. This is a useful way to expand one's realm without going to war or needing to forge a claim.

AI rulers will never accept diplomatic vassalization if any of the following are true:

  • Ruler is a king or equivalent.
  • Ruler is a different religion than the liege.
  • Ruler is neither a rightful de jure vassal nor a neighbour.
  • Ruler has more troops than the liege.

If none of the above are true, AI rulers will swear fealty when asked if they like the liege, the liege has a significantly larger number of troops, and at least two of the following are true:

  • Ruler is at least two ranks below the liege (Baron-Duke, Count-King, Duke-Emperor).
  • Ruler is the same culture as liege.
  • Liege is the rightful de jure overlord.

Swear fealty.png Swear fealty[edit]

  • New liege must be an independent ruler of higher rank than you
  • New liege must be your de jure liege, unless you are independent, which lets you swear fealty to any neighbor

Transfer vassalage.png Transfer vassalage[edit]

Effects:

  • Give control of a direct vassal of yours to another vassal, of higher rank than the transferred vassal.
  • Gives +10 opinion bonus for 10 years

Requirements:

  • Vassal to be transferred is not at war
  • Vassal to be transferred is not an antipope
  • Vassal to be transferred is not a minor patrician
  • Dukes may only be transferred to their de jure liege king (except titular dukes)

For example, suppose you're the King of Ireland and the Duke of Munster is your vassal. When you vassalise the Earl of Desmond, he's your direct vassal, but his county is de jure part of Munster. This situation gives the Duke of Munster a -25 "Wants Control of the County of Desmond" opinion penalty towards you. Transferring Desmond's vassalage to Munster (making him Munster's vassal instead of yours) removes these penalties but also gives an opinion bonus, for an opinion swing of 35 per vassal transferred. This is the main reason why it's a good idea to keep de jure territories together.

If a count is leading a faction, transferring his vassalage to a duke will completely remove the faction, requiring someone else to found it again and all the previous members to rejoin. This is a good way to take care of a faction.

Retract vassalage[edit]

Grant independence[edit]

You may grant independence to a direct vassal who is at peace, and is either not a de jure vassal or of a different religion.

  • The target becomes independent.
  • Adds the opinion modifier "Granted Independence: +30" for 10 years. You will not be able to offer them vassalization again, though you can still press claims against them.
  • Creates a bilateral 10-year truce. Thus, you cannot declare war immediately after making them independent without breaking a truce and losing a ton of prestige.
  • Granting independence to a viceroy gives you a strong, non-inheritable claim on the viceregal title
  • Reduces threat

If you are a vassal, you cannot grant full independence to your vassals, but you can use the Transfer Vassalage action to transfer them to your liege instead.

Independent rulers cannot join factions against you, so selectively granting independence is one way to avoid a civil war.

Demand peace[edit]

With DLC icon Reaper's Due.png The Reaper's Due, players may demand that a vassal end a war, either forcing the attacker to white peace or the defender to surrender.

If you hold a favor on the vassal, they cannot refuse. If the vassal holds a favor on you, you cannot make the demand.

Otherwise, there is a five-year cooldown and the vassal has several choices. They may offer to comply for a favor (if DLC icon Conclave.png Conclave is enabled), offer to comply for money, or refuse. With Late Feudal or Imperial Administration, refusal is considered treachery, providing just cause for imprisonment or revocation.

Demand gavelkind[edit]

With DLC icon Reaper's Due.png The Reaper's Due, players may demand that a feudal vassal switch to gavelkind succession. The favor mechanics and vassal options are similar to "Demand peace", above.

Suggest fatwa[edit]

Decision icon vassal fatwa decision.png A Muslim ruler may request a ruling against a vassal whose dynasty is seen as decadent. If the ruler's Court Imam agrees to issue a fatwa, it allows the ruler to imprison the vassal or revoke one title.

Ruler:

  • Less than 40% decadence
  • At least 100 piety

Targeted vassal:

  • At least 40% decadence
  • Less than 100 piety
  • Not the same dynasty
  • At least 16 years old
  • Landed
  • Has not had a fatwa suggested against them within the last 1140 days (3.1 years)

If the Court Imam is AI-controlled, he decides based on opinion of the liege and target (cutoffs at -50, 0, +50).

The target character must be:

  • Adult
  • A courtier, i.e. not have any landed titles
  • Not imprisoned
  • Not a married woman
  • Not a concubine
  • Not a matrilineally married man in the same court as his wife
  • Not having a claim pressed

A factor of ½ is applied to negative opinions, while a factor of 2 is applied to positive opinions. The latter means that a courtier with even a moderately positive opinion of their liege can be very difficult to invite.

Opinion difference for accepting invitations[edit]

As an example, a player might want to invite a lowborn councilor. To overcome "no reason to move" (-20) and "base reluctance" (-10), the adjusted opinion difference must be at least 31. Specifically, the courtier's opinion of the inviter must be 31 points higher than (half negative opinion of liege, or double positive opinion of liege).

Ask to leave court[edit]

  • Courtier is adult, not incapable, not imprisoned, not in seclusion
  • Courtier is not your close relative, dynasty member, or spouse
  • Courtier is not your regent
  • If they are your concubine, councilor, commander, designated regent, or court physician, you must fire them first.

Lose 5 prestige. The courtier moves, but their family will remain in your court.

Council[edit]

Appoint councilor[edit]

You can appoint councilors using the Council Positions interface, or by right-clicking a character you wish to appoint when a position is empty.

Fire councilor[edit]

  • Cannot fire a councilor who recently forced their way onto the council using a favor (but can still reassign them)
  • Cannot fire councilors during a law vote
  • Cannot fire your regent (if they also hold a named position)
  • Cannot fire your court imam if you both follow the same Muslim religion

Firing a councilor upsets them:

  • -5 opinion (recently fired) for 2 years. Cannot be reappointed during this time.
  • -15 opinion (fired from council) for 10 years.

Misc[edit]

Send gift.png Send gift[edit]

Send gift (also referred to as a "bribe") allow to pay a certain amount of money to a character, in exchange for a 5 years opinion boost.

The opinion increase is determined by:

  • the state diplomacy of the sender
  • bonus if sender is not liege-or-above of recipient
  • bonus for positive ai_greed, which is based on their personality traits. A charitable  (-25 greed) character will respond as well as a character with no traits, but a greedy  (+25 greed) character will respond far better.

The cost of the gift is 15x the monthly income of the recipient (but never less than 15 gold total).

Gifts are commonly used as a way to get reluctant people to join plots, accept alliances, or move to your court. Do note that multiple gifts do not stack, so sending more money will only help to extend the opinion bonus period.

Gifts can also be used for purposes other than the opinion boost:

  • Interfere in a war (especially a vassal war) by helping one side hire mercenaries
  • Increase the chance of arresting a courtier you intend to banish (seizing back the gift, of course)
  • Increase a prisoner's wealth so they can pay you ransom before they die

Give artifact[edit]

Transfers an artifact from your treasury to another character. Increases opinion by 6 times the artifact quality.

Educate child.png Assign guardian[edit]

Main article: Education

You can propose guardianship if either the child or the guardian is in your court. If both characters are in your court, it happens immediately as it does not require another ruler's permission.

Note that landed council members reside in the court of their liege. To have a child educated by a landed council member, you must ask their liege. To remove a child from being educated by a landed council member, you might have to first move them to be educated in your court before you can send them elsewhere.

Opinion effects[edit]

  • Characters allowed to tutor your children or grandchildren will like you more (+20 Entrusted Ward, 11 years)
    • But if this privilege is revoked, they will like you less (-15 Lost a Ward, 5 years)
  • If your child goes without a guardian for too long, a vassal may request to become the guardian.
    • They will be unhappy if denied (-10 Denied Guardianship of Child, 2 years)
  • Your liege may propose a guardian for your child, if you select a guardian who is not of your liege's religion and culture.
    • They will be upset if denied (-25 Refused Offer of Guardianship, 10 years)
    • As long as they feel this way, they will not ask again (even for a different child), so you won't get a stacking penalty.

When a child becomes an adult, they gain a positive opinion of their guardian (+25 Mentor, 20 years)

Request permission for heritage focus[edit]

  • Conclave DLC
  • Child is not a prisoner
  • Child is educated in your court
  • Child is landless or your direct vassal
  • Child is younger than 10
  • Educator has a different religion or culture than child

The child's liege will decide whether to allow the heritage focus. The AI always accepts.

Buy a favor[edit]

You can buy favors from adults who are not in hiding, not imprisoned, not incapable, not holding a temporary title. Most characters will accept at +26 opinion.

You cannot buy a favor from someone who is currently "influenced by your favor". This includes the direct influence of "call in council support" and "request council support", but also some other uses of favors where you might not notice the extended duration unless they happen to be on your council.

  • A targeted decision which begins a plot to kill the character. The plotter will seek other willing characters to help carry out the assassination.

War[edit]

You must be prepared to declare war:

  • Not bankrupt
  • Not a prisoner (regardless of captor identity)
  • Cannot have raised army levies (other types of troops are okay, as are all ships)

The target must be valid:

  • Target must be a ruler and not landless
  • Requires a casus belli
  • No non-aggression pact
  • No betrothals to close relatives
  • They do not hold any of your close relatives hostage, as wards or prisoners. (It's okay if a close relative lives there, as long as you are not their employer/liege.)
  • You do not hold the target ruler as a prisoner (as this would give you 100% warscore immediately)
  • Not a current war ally or current war enemy
  • No troops in enemy counties where we lack holdings

You must be able to pay any special costs:

  • Breaking a truce costs prestige
  • Declaring war on coreligionists costs piety if they are crusading or defending against heathens

Additional requirements for vassals:

There are three kinds of peace you may offer. Unless your warscore is 100%, your opponent can choose whether to accept or reject the offer.

  • Surrender: Your enemy wins the war. The AI will always accept this, except for invasion-type casus belli, where the aggressor may want to take more land before accepting your surrender.
  • White Peace: This usually acts as though the war had never happened, with a few penalties for the aggressor depending on the CB. The AI will usually accept this if your war-score against them is positive, but will never (?) accept this when their war-score is positive.
  • Enforce Demands: You win the war. AI rulers may accept slightly before 100% warscore, especially if their army has been defeated or they are busy fighting additional wars.

  • Only available for wars with certain casus belli.
  • Requires an alliance.
    • Most alliances are due to dynastic bonds, marriage ties, or friendships.
    • Tribal rulers can call their tribal vassals to war.
    • Nomadic rulers (khagans) can call nomadic vassals (khans) to war.
    • A suzerain can call a tributary into war -- even provincial revolts, which normal allies can't be called into
  • Both independent or same top liege (NB: subtly different from the requirements for declaring war)

Offer to join war[edit]

  • Only available for wars with certain casus belli.
  • You can offer to join more wars than you can be called into. In particular, you can join some rebellions in other realms, and you can join most holy wars involving your religion.
  • You can offer to join certain vassal wars:
    • War must be external
    • Only certain types of CBs: claim wars, de jure wars, and county conquest wars (Pagan/Muslim/Buddhist).
    • Joining a vassal's war actually takes over the war; your vassal ceases to be a participant.
    • Joining a vassal's war does *not* require council approval.
    • Joining a vassal's war does *not* activate defensive pacts against you.
  • You can offer to join the war of a liege or above. AI vassals never do this.

Ask to embargo[edit]

  • Merchant republic
  • Target realm contains trade posts from a rival republic
  • Target realm does not control the rival republic

You pay some amount of gold to the target realm to encourage them start a war using the Embargo CB. You join the war as an ally, and you pay reparations if it fails.

Prepare invasion[edit]

Release tributary[edit]

Lose 200 prestige. The realm is no longer your tributary, potentially allowing you to attack them again.

Break non-aggression pact[edit]

  • Both at peace
  • Must be able to spend 200 prestige

Effect:

  • Lose 200 prestige.
  • Adds the character modifier Non-Aggression Pact Breaker (-10 general opinion) for 10 years.
  • Starts a 2-year truce.
  • Target's opinion of you decreases: -10 (Broken pact).

Unlike breaking a truce or declining an ally's call, the cost is a flat 200 prestige.

Imprisonment[edit]

You may attempt to arrest a character if:

  • They are under your control
  • You do not hold a temporary title
  • They do not hold a temporary title
  • They are not In hiding 
  • You are not prohibited from taking hostile actions against the character (e.g. because they are your regent or they are awaiting your response to a faction ultimatum)

Attempting an arrest:

  • Incurs -40 tyranny if unjustified.
  • incurs -10 tyranny if the council votes against the arrest. (Only if council laws allow votes on imprisonment.)
  • Opinion modifier "-30: Imprisoned (attempted arrest)" for 10 years, whether successful or not

You can suggest that a bride and groom marry subject to a few restrictions:

  • Eunuchs cannot marry.
  • Older women cannot marry, except for Christians(?) and Zoroastrians.
  • The marriage cannot be matrilineal if you are a patrician, if you are Muslim, or if either character is Muslim.

If one of the characters is not in your court, you must get permission from their employer:

Will honor the betrothal +5 AI rulers always honor patrilineal betrothals. For matrilineal betrothals, they consider the marriage offer just as they would if there wasn't a betrothal, and will reject e.g. a non-dynastic matrilineal betrothal with a man who is now a ruler. Even then, the AI ruler is likely to send a marriage request to you, effectively honoring the betrothal.

Take concubine[edit]

  • Religion or government allows taking concubines:

  • Requestee (liege of woman) is a ruler and not your wife
  • Not prohibited by consanguinity

You can take your own courtiers as concubines. You can take a prisoner as a concubine without permission from either her or her liege, but she, her close family, and her husband will be upset.

You can also request a non-imprisoned woman as a concubine from another ruler, but the other ruler will only agree in rare circumstances:

Offer concubine[edit]

You can offer a woman as a concubine to a male ruler or even a male courtier. Women who are your close relatives will confer an opinion bonus.

Set concubine aside[edit]

Unlike spouses, concubines can be set aside with only an opinion penalty. They will remain in your court.

Concubines cannot be set aside while they have the Pregnant  trait.

Legitimize bastard[edit]

Break up with lover[edit]

Make a man a monk  or a woman a nun , disqualifying them from inheritance. Women always stay in your court, but some men will join a holy order. The diplomatic action screen will tell you which order, or whether they will remain in your court.

Conditions are:

  • The target character must be unmarried.
  • The target character must either be a prisoner, or not an heir to any title.
  • The requester must not be in a regency.
  • Sons of Abraham DLC

Convince to straighten up[edit]

  • You do not have a living, landed father (?)
  • Target is a Decadent  kinsman with lower rank than you, not a prisoner, and does not have a regent

This interaction is shown in the Religion interface. It has no distance limit, but is more useful against characters in your realm, because it gives you an imprisonment reason if your kinsman refuses to straighten up.
