Diplomatic actions are accessed by right-clicking a character portrait.
Many interactions show approximate AI reasoning in tooltips:
- Each reason is shown with a number of - of +
- ++ indicates a range from +1.5 to +2.4
- ----- sometimes indicates a "blocking" reason that cannot be overcome with enough +'s
Most interactions require the target to be within diplomatic range. Your nearest controlled provinces must be within a distance of 700 though characters of the same religion or culture receive a large range with each other. Notable exceptions to the range requirement are the "straighten up" interaction for decadent relatives, and the special requests for religious heads.

Grant landed title
You must be able to give away the title:
- Cannot give away your sole primary title
- Cannot give away your capital if you are not allowed to change capital
- Cannot give away a county or barony that is occupied
- Title is not contested in a war (as the wargoal)
The recipient must be able to take the title:
- For feudal titles, recipient "must be able to marry and produce heirs" (not Eunuch, Monk, or Nun)
- For duchies and higher, recipient must already hold a county or higher (or granting "with lower titles")
- Women may only be granted titles if:
- they are already landed, or
- the realm has Absolute Cognatic succession, or
- the title is theocratic and your religion allows female priests.
- For religious head titles, recipient must have correct religion
- Children cannot be granted temples (even if it would not make them a theocracy, e.g. as part of "with lower titles")
Furthermore, the following requirements apply to grants:
- Recipient must be in your realm (OR: at peace and granting to a holy order captain or Pope)
- Cannot grant kingdoms to ruler of different government type
- Cannot grant counties to ruler of different government types, if it would put you over one of the following limits:
- Feudal realms are limited to 10% of counties under republic control and 10% of counties under theocratic control
- Merchant republics are limited to 10% of counties under theocratic control
- Cannot give your primary heir more than a single county title, if using gavelkind succession.
- Cannot give your primary heir a theocratic title (as this will disinherit him). No heir can be given a theocratic title under gavelkind. Note that Muslim holders of mosques are considered feudal so this restriction doesn't apply to them (and they can't use gavelkind anyway).
- The recipient does not need to be a direct vassal. This means that if the recipient becomes of the same rank as his current liege, he will no longer be vassal to that liege.
- Granting a title of the same rank as your primary title will make the recipient independent.
- When granting a title, it's usually a good idea to transfer the lower de jure vassals of that title as well, to avoid opinion penalties.
- A title that has been granted cannot be revoked within the next 12 months.
- The recipient will get a positive opinion modifier toward you for 10 years. The size of the bonus depends on the title granted:
- Barony: +20
- County: +40
- Duchy: +60
- Kingdom: +80
- Empire: +100
- These bonuses stack.
- Granting a county or barony to a courtier will give them the best government type for the given holding type.
- Creating a theocracy of your religion (or granting land to a theocracy of your religion) gives piety.

- This opinion penalty carries over to new feudal vassals and new emperors.
Award honorary title

- Character is at court (courtier, family, or direct vassal)
- Character matches the requirements of the honorary title
Independent rulers will sometimes accept diplomatic vassalization, swearing fealty to a liege peacefully. This is a useful way to expand one's realm without going to war or needing to forge a claim.
AI rulers will never accept diplomatic vassalization if any of the following are true:
- Ruler is a king or equivalent.
- Ruler is a different religion than the liege.
- Ruler is neither a rightful de jure vassal nor a neighbour.
- Ruler has more troops than the liege.
If none of the above are true, AI rulers will swear fealty when asked if they like the liege, the liege has a significantly larger number of troops, and at least two of the following are true:
- Ruler is at least two ranks below the liege (Baron-Duke, Count-King, Duke-Emperor).
- Ruler is the same culture as liege.
- Liege is the rightful de jure overlord.

For example, suppose you're the King of Ireland and the Duke of Munster is your vassal. When you vassalise the Earl of Desmond, he's your direct vassal, but his county is de jure part of Munster. This situation gives the Duke of Munster a -25 "Wants Control of the County of Desmond" opinion penalty towards you. Transferring Desmond's vassalage to Munster (making him Munster's vassal instead of yours) removes these penalties but also gives an opinion bonus, for an opinion swing of 35 per vassal transferred. This is the main reason why it's a good idea to keep de jure territories together.
If a count is leading a faction, transferring his vassalage to a duke will completely remove the faction, requiring someone else to found it again and all the previous members to rejoin. This is a good way to take care of a faction.

Demand that your direct vassal allow one of their vassals to serve you directly.
- Same requirements as title revocation, mostly
- With Imperial Administration, does not invoke tyranny

The target becomes independent. They receive a +50 opinion modifier toward you for 10 years. You will not be able to offer them vassalization again, though you can still press claims against them.
- You cannot grant independence to feudal vassal of your culture and religion if you are their rightful de jure liege.
- Independent rulers cannot join factions against you, so selectively granting independence is one way to avoid a civil war.
- Granting independence will give you a truce with them, preventing you from declaring war immediately after making them independent without breaking a truce and losing a ton of prestige.
- Reduces threat
If you are a vassal, you cannot grant full independence to your vassals, but you can use the Transfer Vassalage action to transfer them to your liege instead.
With The Reaper's Due, players may demand that a vassal end a war, either forcing the attacker to white peace or the defender to surrender.
If you hold a favor on the vassal, they cannot refuse. If the vassal holds a favor on you, you cannot make the demand.
Otherwise, there is a five-year cooldown and the vassal has several choices. They may offer to comply for a favor (if Conclave is enabled), offer to comply for money, or refuse. With Late Feudal or Imperial Administration, refusal is considered treachery, allowing imprisonment or revocation.
With The Reaper's Due, players may demand that a feudal vassal switch to gavelkind succession. The favor mechanics and vassal options are similar to "Demand peace", above.
Invite to court

Opinion difference for accepting invitations
As an example, a player might want to invite a lowborn councilor. To overcome "no reason to move" (-20) and "base reluctance" (-10), the adjusted opinion difference must be at least 31. Specifically, the courtier's opinion of the inviter must be 31 points higher than (half negative opinion of liege, or double positive opinion of liege).
Ask to leave court
- Requires The Reaper's Due DLC.
- Courtier is adult, not incapable, not imprisoned, not in seclusion
- Courtier is not your close relative, dynasty member, or spouse
- Courtier is not your regent
- If they are your concubine, councilor, commander, designated regent, or court physician, you must fire them first.
Lose 5 prestige. The courtier moves, but their family will remain in your court.
Appoint to office
- AI. (Players appoint council members immediately and directly, through the Council interface.)
Resign from office
- You are a council member
Send gift (also referred to as a "bribe") allow to pay a certain amount of money to a character, in exchange for a 5 years opinion boost.
The opinion increase is determined by:
- the state diplomacy of the sender
- bonus if sender is not liege-or-above of recipient
- bonus for positive
ai_greed, which is based on their personality traits. A charitable (-25 greed) character will respond as well as a character with no traits, but a greedy (+25 greed) character will respond far better.
The cost of the gift is 15x the monthly income of the recipient (but never less than 15 gold total).
Gifts are commonly used as a way to get reluctant people to join plots, accept alliances, or move to your court. Do note that multiple gifts do not stack, so sending more money will only help to extend the opinion bonus period.
Gifts can also be used for purposes other than the opinion boost:
- Interfere in a war (especially a vassal war) by helping one side hire mercenaries
- Increase the chance of arresting a courtier you intend to banish (seizing back the gift, of course)
- Increase a prisoner's wealth so they can pay you ransom before they die
Demand religious conversion
Main article: Religious conversion
- Must be their liege
- Must be at peace to demand conversion from landed vassals
- Unreformed pagans and nomads cannot demand conversion
- Cannot demand conversion from religious heads
- AI acceptance:
- Your prisoners will always accept in return for release
- Landed vassals will accept with opinion at 35+.
- Courtiers will accept with opinion at 25+.
- Courtiers with the "True believer" flag will not convert (characters generated as Jewish councilors, characters generated as Court Physicians)

You can propose guardianship if either the child or the guardian is in your court. If both characters are in your court, it happens immediately as it does not require another ruler's permission.
Note that landed council members reside in the court of their liege. To have a child educated by a landed council member, you must ask their liege. To remove a child from being educated by a landed council member, you might have to first move them to be educated in your court before you can send them elsewhere.

- Your liege may propose a guardian for your child, if you select a guardian who is not of your liege's religion and culture.
- They will be upset if denied (-25 Refused Offer of Guardianship, 10 years)
- As long as they feel this way, they will not ask again (even for a different child), so you won't get a stacking penalty.
When a child becomes an adult, they gain a positive opinion of their guardian (+25 Mentor, 20 years)
Request permission for heritage focus

The child's liege will decide whether to allow the heritage focus. The AI always accepts.

Without The Reaper's Due, requires being Depressed . Immediately kills the character.
With The Reaper's Due, must be Depressed or Incapable . Characters who are Immortal have a different version that requires being Depressed or over 100 years old. Begins an event tree, letting you choose among several methods which have different chances of success depending on your character.

You can buy favors from adults who are not in hiding. Most characters will accept at +26 opinion.

- Cannot have raised army levies (other types of troops are okay, as are all ships)
The target must be valid:
- Requires a casus belli
- No non-aggression pact
- No betrothals to close relatives
- They do not hold any of your close relatives hostage, as wards or prisoners. (It's okay if a close relative lives there, as long as you are not their employer/liege.)
- Not a current war ally or current war enemy
- Most CBs cannot be used against your tributaries
You must be able to pay any special costs:
- Breaking a truce costs prestige
- Declaring war on coreligionists costs piety if they are crusading or defending against heathens
Additional requirements for vassals:
- Cannot be rebelling against your liege
- You can only declare war on other vassals if they share your direct liege
- Cannot declare wars prohibited by crown laws (crown authority at medium/absolute, or with Conclave, vassal wars laws at external/illegal)
- Cannot declare wars on other vassals(?) while realm peace is enforced (Conclave)
- Cannot declare wars on other vassals(?) within 5 years of liege interference in your war (The Reaper's Due)
There are three kinds of peace you may offer, and the opponent can choose whether or not to accept:
- Surrender: Your enemy wins the war. The AI will always accept this, except for invasion-type casus belli, where the aggressor may want to take more land before accepting your surrender.
- White Peace: This usually acts as though the war had never happened, with a few penalties for the aggressor depending on the CB. The AI will usually accept this if your war-score against them is positive, but will never (?) accept this when their war-score is positive.
- Enforce Demands: You win the war. Whether against the AI or a player, you must accept this offer if your opponent has 100% war-score. The AI may also accept when war-score is lower and they don't have a chance at winning the war, especially when they are also involved in another war.

Offer to join war
- Only available for wars with certain casus belli.
- You can offer to join more wars than you can be called into. In particular, you can join some rebellions in other realms, and you can join most holy wars involving your religion.
- You can offer to join certain vassal wars:
- War must be external
- Only certain types of CBs: claim wars, de jure wars, and county conquest wars (Pagan/Muslim/Buddhist).
- Joining a vassal's war actually takes over the war; your vassal ceases to be a participant.
- Joining a vassal's war does *not* require council approval.
- Joining a vassal's war does *not* activate defensive pacts against you.
Ask to embargo
- Merchant republic

You pay some amount of gold to the target realm to encourage them start a war using the Embargo CB. You join the war as an ally, and you pay reparations if it fails.

- Forces the abdication of all titles held by character, and sends them to another realm.
- If unlanded, takes all their gold.
- Since patch 1.8, landed characters do not have their gold taken on banishment.
- Prisoners may only be banished if you are their liege.
- Landed characters pay their own ransom and will always agree to ransom if they can afford it.
- Unlanded characters with money pay their own ransom. Without money, their liege pays, if he's willing to.

Heirs of higher-ranking titles are worth more; an unlanded heir to a county is worth 26 gold, while a count-tier heir to a kingdom is worth 95. [What is the full formulua?]

You can suggest that a bride and groom marry subject to a few restrictions:
- Eunuchs cannot marry.
- Older women cannot marry, except for Christians(?) and Zoroastrians.
- The marriage cannot be matrilineal if you are a patrician, if you are Muslim, or if either character is Muslim.
If one of the characters is not in your court, you must get permission from their employer:

Arrange a divorce
- Christians and Jews: requires approval of religious head and costs 100 piety.

- Religion allows taking concubines (Pagans, Zoroastrians, and followers of Indian religions), also tribal rulers of any religion.

The requestee will not accept if they have another religion, explaining either that "our faith does not allow the taking of concubines" or that she "must not marry [sic] an infidel" (even if her religion matches yours or does not match the requestee's).
The requestee will also not accept for their close relatives, heir, or claimants on any titles. (Exceptions for high-rank men vs low-rank women?)
You can take a prisoner as a concubine without permission from either her or her liege, but she, her close family, and her husband will be upset.

Unlike spouses, concubines can be set aside with only an opinion penalty. They will remain in your court.
Concubines cannot be set aside while they have the Pregnant trait.

Order to take the vows
Make a man a monk or a woman a nun , disqualifying them from inheritance. Women always stay in your court, but some men will join a holy order. The diplomatic action screen will tell you which order, or whether they will remain in your court.
- The target character must be unmarried.
- The target character must either be a prisoner, or not an heir to any title.
- The requester must not be in a regency.

Convince to straighten up

- You do not have a living, landed father (?)
- Target is a Decadent kinsman with lower rank than you, not a prisoner, and does not have a regent
This interaction is shown in the Religion interface. It has no distance limit, but is more useful against characters in your realm, because it gives you an imprisonment reason if it fails.
It has been suggested that this section be merged into Religious_head#Papal_favors.
If granted, allows you to declare war using the Sanctioned Invasion CB.
